Yes, they're certainly using "climate change" to fearmonger and control, however, I'm still undecided whether man-made climate change requiring prompt action is completely made up or not.

1. Climate change certainly happens regardless of human influence and we are certainly highly interventionist with regard to the biosphere in a multitude of ways

2. If CO2 is a radiative forcing agent then it's not unreasonable, a priori, for there to be concern about humans pumping gigatonnes of it into the atmosphere. An argument against concern is that CO2 exists only in trace amounts, however, to my mind that is a reason for greater concern. If, at a trace amount, CO2 has an impact then increasing that amount will presumably be problematic. In our bodies, certain elements exist in tiny but necessary amounts in our cells such as iron - if we increase that tiny amount only by a little that could kill us though.

3. They are clearly doing geoengineering that seems to have the purpose of acting against human impact - but acting as though the claim of chemtrails is "conspiracy theory." Interesting article by Jeff Childers speaking about Tennessee passing a bill to ban geoengineering (mentioned after strange whirling fish phenomenon). Of course, there may be another agenda for geoengineering, however, pumping aerosols will reduce heat absorption. The propaganda is simply incredible - this is the headline for an article about the bill - Tennessee Senate passes bill based on 'chemtrails' conspiracy theory: What to know.
